Concordia Bus Finland: Market  
Most of Finland's approximately 400 operators own no more than five buses and only eleven operators have more than 100 buses. The Helsinki region and Turku are the only deregulated traffic areas in Finland and correspond to approximately 30 percent of all public bus transport in the country. In other parts of the country, the clients have granted independent operators licenses to operate public transport. Even if deregulation has progressed slowly in recent years, there are clear signs of a long-term improvement. Among other things, parts of the City of Tampere's local public transport will be tendered within two years and because travel with public transport in the medium-sized cities is anticipated to decrease in coming years, it will become increasingly important for the clients to tender transport, in the aim of utilizing resources more efficiently. The decision to merge two current clients in the Helsinki region no later than 2009 will change the conditions for public transport and procurement in the future.
