Supply and demand in relation to tendered bus services are largely unchanged. Price remains the key selection criteria, since the costs of bus services are rising more than ticket revenues. SL is an exception, whereby an evaluation in accordance with SIQ is an important part of the offer. Demands from clients regarding technology, environment and comfort are intensifying, which often involves adding new vehicles in conjunction with tenders. With increasing adaptation for the handicapped, more customers are expressing special requests, which will place demands for more flexible and individually adapted transport services. Flexibility and availability regarding routes, stops and timetables are thus expected to be the new means of competition.
The operators submitting tenders have largely the same cost structure. Efficient planning, the ability to resolve complex logistics and access to a large fleet of buses are the advantages that are decisive.
For the three major operators Swebus, Veolia and Buss- link, there were no major bidding processes during the year that led to any of them losing market share. The mid-size operators Arriva and Bergkvara Buss remain strong on home territory, but were also successful in occasional major tenders, which is a break with the trend. The municipal operators Dalabuss and Polarbuss discontinued their operations after losing their services to Swebus and Veolia in the preceding year. Local bus pools were successful in regional tender processes in Västerbotten, Norrbotten and Jämtland. |
